Congratulations to the representatives of Asian Institute of Compute Studies – Commonwealth Branch, composed of Prof. Manuel Luis C. Delos Santos, MSCS, Dean of Computer Science Department, Jomar C. Feliciano and Dustin Red B. Cabatay for emerging as the 1ST BEST PAPER in the Search for Best Scientific Paper on the Resilient Communities during the 1st International Conference on Governance and Partnership and Technology Exhibition on Climate Change Adaptation (CCA) and Disaster Risk Reduction Management (DRRM), held last October 22-26, 2018 in Marco Paulo Hotel, Cauayan City, Isabela, Philippines.

Prof. Delos Santos was the Main Presentor of the Paper entitled “Project ICARUS:An Android-Based Search and Rescue Eye in the Sky” during the conference. The primary purpose of the paper is to develop an unmanned aerial vehicle using quadcopter with the capability of video surveillance, map coordinates, deployable medicine kit and food pack and an integrated collision warning system. The project is not an alternative rather an additional option to speed up the search and rescue operation.

A Certificate of Recognition was awarded with Php 10,000 cash prize by the organizing committee of Isabela State University (ISU).

The 5-day International Conference were participated by different State Colleges and Universities in the Northern Region as well as by Local Government Units and by National Taiwan Ocean University and National Taiwan University.
